Shipping dangerous goods by sea requires compliance with a precise set of international regulations. Failure to comply is not only a regulatory offence — undeclared or incorrectly packaged hazardous cargo has caused some of the most catastrophic maritime incidents in history. In Singapore, the Maritime and Port Authority (MPA) enforces strict IMDG Code compliance for all hazardous cargo moving through PSA terminals.

What Are Dangerous Goods in Sea Freight?


Under the IMDG Code, dangerous goods are substances or articles that pose a risk to health, safety, property, or the environment during sea transport. The definition is broader than most SMEs expect. Common goods that qualify include: lithium batteries (phones, laptops, power banks, e-bikes); aerosol sprays (deodorants, cleaning products, paints); perfumes and cologne (contain alcohol, a flammable liquid); adhesives and solvents; pool chemicals (calcium hypochlorite — an oxidiser); lead-acid car batteries (contain sulphuric acid); magnetised items (certain motors and speakers); dry ice (produces CO₂ gas); and pesticides. If your product contains a flammable liquid, pressurised gas, corrosive chemical, toxic substance, or lithium battery — verify whether it falls under IMDG classification before booking.


The 9 IMO Dangerous Goods Classes


The IMDG Code classifies dangerous goods into 9 classes based on primary hazard. Products with more than one hazard have a primary class and subsidiary risks.

Class 1 Through Class 4: Explosives, Gases, and Flammables


Class 1 — Explosives:Fireworks, detonators, signal flares. Heavily restricted on commercial lines; many carriers will not accept Class 1 at all.Class 2 — Gases:Flammable gases (LPG, hydrogen), non-flammable non-toxic gases (nitrogen, CO₂), and toxic gases (chlorine). Aerosol cans fall under Class 2.1 (flammable aerosols) if they contain a flammable propellant.Class 3 — Flammable Liquids:The most common DG class for Singapore SME exporters. Paints, varnishes, adhesives, solvents, perfumes, alcoholic beverages above certain concentrations, and many cleaning products are Class 3. The key parameter is flash point — Class 3 covers liquids with a flash point below 60°C.Class 4 — Flammable Solids, Self-Reactive, and Pyrophoric Substances:Includes matches, activated carbon, and certain metallic powders. Class 4.3 (substances that emit flammable gas when wet) is relevant for chemical and mineral shipments.

Class 5 Through Class 9: Oxidisers, Toxics, Corrosives, and Miscellaneous


Class 5 — Oxidising Substances and Organic Peroxides:Pool chemicals (calcium hypochlorite), industrial bleach, and hydrogen peroxide above 60% concentration. Class 5.1 oxidisers must be stowed well away from Class 3 flammable liquids.Class 6 — Toxic and Infectious Substances:Class 6.1 covers toxic substances (pesticides, lead compounds, many industrial chemicals). Class 6.2 covers infectious substances (biological materials).Class 7 — Radioactive Material:Medical isotopes, industrial measurement equipment. Specialist carriers required.Class 8 — Corrosive Substances:Battery acid (sulphuric acid), sodium hydroxide (caustic soda), hydrochloric acid, and lead-acid car batteries.Class 9 — Miscellaneous Dangerous Goods:The largest category: lithium batteries (UN 3480, UN 3481), magnetised material, dry ice (UN 1845), and environmentally hazardous substances.


Lithium Battery Shipping: The Most Common DG Issue for Singapore SMEs


Lithium batteries — classified as Class 9 under the IMDG Code — are present in nearly every electronics shipment. The distinction between standalone batteries and batteries in equipment changes the UN number, packaging requirements, and what the shipping line requires.

UN Numbers for Lithium Batteries


The four relevant UN numbers:UN 3480— lithium ion batteries alone (power banks, standalone battery packs);UN 3481— lithium ion batteries contained in equipment (laptops, phones, tablets with battery inside);UN 3090— lithium metal batteries alone (non-rechargeable, coin cells);UN 3091— lithium metal batteries in equipment (non-rechargeable batteries inside devices). State of Charge (SoC) matters: lithium ion batteries shipped at more than 30% state of charge are subject to stricter requirements under IMDG Code Amendment 41-22 (effective 1 January 2023). Most consumer electronics ship at 30% or less for this reason.

IMDG Special Provision 188 for Small Lithium Battery Shipments


Small consignments may qualify for exemptions under Special Provision 188 (SP 188): individual battery cells must not exceed 20 Wh (ion) or 1 g (metal); battery packs must not exceed 100 Wh (ion) or 2 g (metal). Shipments qualifying under SP 188 still require a Shipper's Declaration and the lithium battery handling label (IATA Category II label), plus carrier approval. Shipments outside SP 188 thresholds require full IMDG Class 9 compliance.


Dangerous Goods Documentation for Sea Freight


Every DG sea freight shipment requires specific documents in addition to commercial invoice and packing list.

Dangerous Goods Declaration (DGD)


The DGD is the primary document for DG sea freight. It must state: UN number; proper shipping name (the official IMDG name, not a trade name — e.g. “Flammable liquid, n.o.s.” rather than “Industrial Cleaner XY”); hazard class and subsidiary risks; packing group (I, II, or III); quantity and type of packaging; and a shipper certification that goods are properly classified, packaged, marked, and labelled in accordance with the IMDG Code. The DGD must be signed by the shipper — this is the shipper's legal declaration of compliance. Incorrectly completed DGDs are the most common reason shipping lines reject DG bookings at Singapore terminals.

Safety Data Sheet (SDS)


A Safety Data Sheet (SDS) — formerly MSDS — is required for chemical dangerous goods. It provides: chemical composition, physical and chemical properties, hazard identification, first aid measures, firefighting measures, and transport information including the UN number and IMDG class. Request the SDS from your overseas supplier before ordering — it is the primary document for verifying the correct IMDG classification.


Packaging Requirements for IMDG Dangerous Goods


Dangerous goods must be packed inUN-certified packaging— packaging tested and certified against UN Manual of Tests and Criteria performance specifications. UN-certified packaging carries a marking in the format: UN symbol, packing type code, class compatibility group, performance level (X, Y, or Z), year and country of manufacture. The packing group of your goods (PG I = high danger, PG II = medium, PG III = low) determines the minimum packaging performance level. A PG I flammable liquid requires X-grade packaging; a PG III substance can use Z-grade. Using non-UN-certified packaging for dangerous goods is a fundamental compliance failure — the shipping line will reject the booking.


Shipping Lines' DG Policies and Prior Approval Requirements


Shipping lines have their own DG policies more restrictive than IMDG minimums. Most major lines — including CMA CGM, Maersk, MSC, and Evergreen — require: prior DG booking approval 48–72 hours before vessel cut-off; a completed DGD in the carrier's specific format; and in some cases physical or documentary inspection at the Container Freight Station. Some lines restrict certain DG classes on specific trade lanes. Confirm your DG class is accepted by the carrier on your trade lane before producing cargo. Class 1 explosives are rarely accepted by major commercial lines.

Undeclared Dangerous Goods (UDG) Penalties in Singapore


Singapore's Port (Dangerous Goods) Rules under the Maritime and Port Authority of Singapore Act prohibit bringing dangerous goods into port without proper declaration and compliance. Penalties include fines and potential prosecution. The cargo is removed from the terminal at the shipper's expense, and shipping lines may blacklist shippers discovered to have submitted UDG. Declare accurately the first time.


LCL Consolidation and Dangerous Goods


Most LCL consolidators do not accept dangerous goods — or accept only low-hazard Class 9 goods under specific conditions. IMDG segregation rules prohibit co-loading certain DG classes with incompatible goods or general cargo. For most dangerous goods, FCL (Full Container Load) shipping is required.
